The mandate
Albania operates a mature continuous transaction control regime under the Fiscalization 2.0 framework, run by the General Directorate of Taxation (GDT). Mandatory real-time clearance through the Central Information System (CIS) has applied to B2G transactions since January 1, 2021, expanded to all B2B transactions on July 1, 2021, and to B2C transactions on September 1, 2021. Every invoice must be transmitted in real time, signed with the issuer's electronic certificate, and stamped with a CIS-issued unique identifier (NIVF) and QR code before it has any legal value. The framework is anchored in Law 87/2019 on Invoicing and Turnover Monitoring System.
