Mandate Overview

The mandate

Latvia mandates B2G e-invoicing since January 1, 2025 under the amended Accounting Law, requiring all public-sector suppliers to issue structured Peppol BIS 3.0 invoices through accredited Access Points. The mandatory B2B obligation was confirmed by the Ministry of Finance for January 1, 2026, extending the same Peppol-aligned format and infrastructure to all domestic VAT-registered transactions.

FAQ

Common questions

When does the B2B mandate apply to my company?

B2B mandatory e-invoicing applies to all domestic VAT-registered transactions from January 1, 2026. B2G has already been mandatory since January 1, 2025. There is no taxpayer-size threshold β€” all VAT-registered businesses are in scope at once.

What format is required?

Peppol BIS 3.0 routed through accredited Access Points, profiled with the Latvian LVS EN 16931 CIUS. The State Revenue Service (SRS) does not operate a clearance platform β€” exchange is peer-to-peer through Peppol.
