The mandate
Singapore's InvoiceNow framework, operated by the Infocomm Media Development Authority (IMDA) as the Singapore Peppol Authority and supported by the Inland Revenue Authority of Singapore (IRAS), has been the country's national e-invoicing standard since 2019. The framework went mandatory for B2G — all government agencies must receive InvoiceNow invoices since May 1, 2025. For B2B, IRAS is rolling out a phased mandate tied to GST: GST-registered businesses that newly voluntarily register for GST must use InvoiceNow from November 1, 2025; new GST-registered businesses (mandatory registration) join April 1, 2026; and the broader expansion to the rest of the GST-registered population follows on a published roadmap.
