The mandate
Sweden mandated B2G e-invoicing on April 1, 2019 under the Act on Electronic Invoicing as a Result of Public Procurement (2018:1277), aligned with EU Directive 2014/55/EU. All Swedish public-sector buyers β central, regional, and municipal β must receive Peppol BIS 3.0 invoices through certified Peppol Access Points. Skatteverket (the Swedish Tax Agency) ran a public inquiry into mandatory B2B e-invoicing in 2024-2025, with conclusions expected to feed into the 2026 budget process. B2B exchange is voluntary today, with Peppol BIS the dominant standard thanks to widespread B2G alignment.
