The mandate

The United Kingdom announced at Budget 2025 that VAT invoices must be issued as e-invoices from April 1, 2029. The HMRC and Department for Business and Trade ran a public consultation from February to May 2025, and stakeholder workshops have continued through 2026. A full implementation roadmap, including formats, interoperability requirements, and platform certification, is expected with Budget 2026.
